I'd say many, many companies from many countries - including the US - supplied lots of nasty stuff to Iraqi firms between 1970 and 1990.

GENF taz Der Rüstungsbericht der irakischen Regierung an den UN-Sicherheitsrat enthält die Namen von über 80 deutschen Unternehmen, mehreren privaten und öffentlichen Forschungslabors sowie von zahlreichen Einzelpersonen aus Deutschland. Diese sollen seit etwa 1975 ganze Anlagen, Bauteile, Grundsubstanzen und technisches Know-how für die Programme Saddam Husseins zur Entwicklung atomarer, chemischer und biologischer Massenvernichtungswaffen sowie von Raketen und kompletten konventionellen Waffen geliefert haben. Das geht aus den beschaffungsrelevanten Kapiteln des irakischen Berichts hervor, die der taz in Kopie vorliegen. In einigen Fällen dauerte die Kooperation nach Darstellung des Berichts im konventionellen Bereich bis mindestens zum Jahr 2001 an.

Die Bush-Administration bemüht sich derzeit nach Informationen aus unmittelbarer Umgebung von Vizepräsident Dick Cheney um zusätzliche Informationen, mit denen sie eine angeblich bis heute anhaltende rüstungstechnische Kooperation Deutschlands mit dem Irak belegen zu können hofft. Dabei geht es unter anderem um die Kooperation eines deutschen Mikroelektronik-Unternehmens mit dem Irak, über die die Bundesregierung seit 1999 informiert ist.

Schon damals wurde die Bundesregierung von deutschen Rüstungskontrollexperten warnend darauf hingewiesen, dass diese offiziell als rein zivil bezeichnete Technologie möglicherweise Verwendung im militärischen Bereich finden könnte. Ein der taz namentlich bekanntes langjähriges hochrangiges Mitglied des Bagdader Regimes hat der Bush-Administration seine Bereitschaft signalisiert, für die Zusage schonender Behandlung im Gegenzug nach einem Sturz des Regimes Informationen über die Kooperation mit Deutschland zu liefern. Dem Vernehmen nach will die Bush-Administration entsprechende Mitteilungen einsetzen, um ein Wohlverhalten Deutschlands im UN-Sicherheitsrat zu bewirken.

Die Zahl der in dem Bericht aufgeführten deutschen Unternehmen ist größer als die Summe der Firmen aus allen anderen Ländern. An zweiter Stelle stehen die USA mit rund zwei Dutzend Unternehmen. Dazu kommt die Hilfe von US-Regierungsseite. Unter anderem lieferte das Energieministerium in den 80er-Jahren relevante nichtnukleare Bauteile für Bagdads Atomwaffenprogramm.

In dem Bericht finden sich auch zahlreiche Hinweise auf Fälle, in denen bundesdeutsche Behörden und Regierungsstellen bis hin zum Bundeswirtschaftsministerium vor allem in der Phase von Ende der 70er-Jahre bis zum zweiten Golfkrieg von 1991 die illegale Rüstungskooperation mit Irak geduldet und zum Teil aktiv gefördert haben.

Unklar ist, ob die Informationen aus Bagdad vollständig allen 15 Mitgliedern des UNO-Sicherheitsrates zugehen. Die der taz vorliegenden Kopien stammen aus dem einzigen kompletten Originalbericht, über den nach Ankunft in New York vor zwei Wochen US-amerikanische Spezialisten für 24 Stunden die alleinige Verfügung hatten. Sie hätten zumindest Zeit und Gelegenheit gehabt, Informationen zu entfernen, bevor sie Kopien für die vier anderen ständigen Mitglieder des Sicherheitsrates herstellten. "ANDREAS ZUMACH

It is unclear whether the information from Bagdad reaches completely to all 15 members of the UN security council. Those taz of the available copies originate from the only complete original report, over which after arrival in New York two weeks ago ago US-American specialists had the exclusive order for 24 hours. This should come as a big surprise?* Why do you think Iraq/UN/US policy was such a big issue during Germany's elections a few months ago? One of the ministers had to step down after she compared US tactics to fascism. They couldn't apologize enough.

The US isn't the only country with business interests to protect there.
