Then I guess it is time to write the book on how to do it. As some of these weapons are so easy and cheap to make, almost any piss-ant country could make them, and then threaten others with destruction if they were not given their way.
You then only have two choices, give in to them, or take them out regardless of cost.
MAD worked with the old Soviet Union because both countries were equal in size and capability, and both had a lot to lose (and the leaders were somewhat rational).
If some third world dictator should get ahold of weapons of mass destruction and threaten us with it, we have a lot more to lose then they do. But if you give in to them we lose. So preemtive strikes are going to be the operative word in the future, and that may include those businesses that sell the necessary equipment to these third world countries.
