Without doubt the BLM will appeal...they have to, they have a lot of 'splainin to do if they lose. They have been pushing ranchers around for too many years and can't afford to lose this thing.
What's to appeal? This ruling allows the case to go to court. Nothing has been won by the rancher, it's just going to take him longer and take more money to lose, if that is the ultimate outcome. This judge does not want to make a ruling without the benefit of a trial.
