Homeland Security for these states resides in the formation of citizens' groups that patrol and protect property from trespassers and such.

In my opinion, citizen involvement and vigilance is indeed an important part of homeland security. But it is not the only thing that needs to be done - government needs to perform one of its limited duties (in a sane society anyway) and "defend the homeland" against the miscreants coming over the borders.

"Fortress America" and political correctness no, tough immigration policies and sufficient manpower and resources to back them up, yes.
