How is pulling two combat brigades (about 10k troops), some USAF personell, and admin people running?

Let's see... NK starts being roudy and we haul our troops out and we're not running? I guess it's easy to rationalize that into something it's not for you but I can't rationalize it into anything other than what it is.

37k US forces is a token drop-in-the-bucket compared to ROK army. It has been a token committment for years, and everyone knows it. The ROK does not need tokens, they KNOW that we can back them any time they need us (they problbly wouldn't). We spend more money on a token than the alleged deterrent value justifies.
