No, he's not in the formal loop, too many people still hate his guts for blowing the whistle on Vietnam in 71. you should note that Rummy is starting to sound like Hackworth with some of the publicised programs that he's cut (Crusader comes to mind). Rummy and Hackworth could not possibly be further apart on the subject of North Korea at this point in time.

Time has passe dhim by. His opinions are overly informed by his experience in Vietnam with men like LBJ and McNamara selling us out.
