To all those who responds, thank you thank you.

I looked at all the various suggestions. The commercial solutions up to 400 dollars.

To replace the C_1252.nls file the fix was to remove the HD move to another NT4 boot up as a second drive copy the corrupted file with a copy.

Reinstalled, presto it was fixed.

Go back 3.0 and remove-able HD reinstall completed.

Did not lose a single file.
