While Rules is powerful within the institution, it does not have the stature of influential committees such as Finance and Appropriations.

And, I don't think it is the power position as it is in the House.

You are correct. Rules has no comparable stature in the Senate to its counterpart in the House... they are totally unalike.

Rules also has one substantive area of note, and that is campaign finance reform.

Rules has one substantive area, which is campaign finance and election reform. It is also where any investigation of election fraud would take place.
