It is my understanding there is an agreement that an actual filibuster does not have to be a continuual talkfest, it is also my understanding that this agreement can be easily rescinded. I would hope that Frist would rescind this agreement and force Schumer to literally conduct a filibuster because such a filibuster would be living proof of the obstructionistic nature of the Democrats.
