How would training in covert operations serve to protect the daughter?

I have no "inside" information, but I know an individual who is an Engineer with the NSA. He is not a spook. Nevertheless, he was considered a possible kidnapping target due to the sensitive nature of his work. Basically, he had to learn some simple fieldcraft, like learning to spot a "tail".

Spotting tails or surveillance is not the same as covert operations. It is often necessary to avoid compromising the covert mission but is not the same thing.
