If you are a "senior officer," then we need to tighten up the curriculum at the War Colleges quick fast and in a hurry.

Have you seen the sworn statements by at least two surviving witnesses to the action? Were you in the battle?How do you know he DESERVES the MOH? Maybe he was recommended for it and the USAF awards board recommended to the CSAF that he get the AFC instead. Medal of Honor recommendations in all services receive expedited treatment. The decision to downgrade is very serious and never done lightly. Furthermore, the AFC is nothing to sniff at. It speaks volumes that there have only been 5 awarded for actions since 1991 (2 to pilots, the other 3 to enlisted Special Operations guys) despite the fact the USAF has been in constant combat since January 17th, 1991.

Additionally, you might need to check with the S1 (that is the guy who handles personnel actions) about awards routing. The only award or decoration Congress approves is the Congressional Gold Medal (which is not awarded for military actions).

The Medal of Honor's approval authority is the President and cannot be delegated (see AR 600-8-22). It is awarded "in the name of Congress" and has taken on the unofficial but well-known and misleading moniker of the Congressional Medal of Honor.

The Congressional Medal of Honor Society, the US Army Center of Military History (which has EVERY citation) and the Legion of Valor are three sites that would be useful. And will give you more info than you could ever want to know.
