The simplest explanantion is that Ritter likes underage girls. This proclivity opens him up to all manner of blackmail.

Occam's razor.. is cutting your argument to the quick. .. in reality does not apply to complex situations like government agencies, dealing with human interaction and deviousness.

"Occam's razor" is a cry used to shortcut critical thinking. To shut off debate.

Conspiracies happen. Complex conspiracies happen. The government is filled with mean people with nasty agendas. (Take for example the entire Demonkratic party) Proof abounds, yet people run about screaming "Occam's razor" and playing ostrich.
