IMHO, The game is to stall until US troops would have to fight in midsummer-in CBW gear. Hot there to begin with, but each suit would be an individual cooker.
Not the first time someone had used the local weather against an opponent.
I think the game (for Saddam) is to stall as long as possible, weather being secondary.
