This is a part of the inspections regieme as per UN resolution.So Sadamm is not complying. That is a breach isnt it?

In plain English, yes. In Euro-trash diplomatic double-speak, of course it isn't! It's just another opportunity to prolong the inspections regime. After all, the mere fact that they are talking about not complying is a good sign that they will talk about it in the future.

Yes, certain U2 flights are specified under one of the U.N. resolutions to ensure compliance with the resolutions associated with the Desert Storm cease fire.

Disallowing these flights would be a breach of the cease fire agreement and a violation of the U.N. resolution.
