Congressional sources said the NSEERS funding cutoff was included in the amendment at the request of Sen. Edward M. Kennedy (D-Mass.). James Manley, a Kennedy spokesman, said the amendment "cuts funding until Congress has the information it needs to assess whether this is the most effective use of tax dollars in the war on terrorism."

The is a great program that Kennedy is trying to kill! NSEERS has actually caught real terrorists trying to enter the USA. Using fingerprints lifted from terrorist caves in Afghanistan, three Muslim terrorists were recently captured at US airports by this mandatory registration and fingerprinting requirement for middle eastern males. Kennedy basically slipped the funding cut-off into the Senate bill without much notice, no doubt to curry favor with the likes of CAIR, the ACLU, ad nauseum, who automatically oppose any common-sense measure against the threat of Islamic terrorism.

Yes, this really is a cold war type of civil war going on now. The evil liberals, socialists and Democrat Party are surely trying to destroy the USA, just as their buddies the Soviets did in the 50s, 60s, 70s, and 80s. Just like then they are not trying a frontal assault, which they would lose, but rather are using cold war tactics of spying, infiltration, subversion, sabotage, intimidation, propaganda, creating and exploiting racial divisions and bogus peace movements.

How, or if, we can crush them this time is not clear.

This is an important item...now if we all take the time to write our legislators and put in letters to the editors esp. in Kennedy's state and NY...this is important for the public to know...esp. how already some terrorists have been captured...let's flood their offices and the newspapers with emails--go to http://www.senate.gov/contacting/index.cfm

I just recently applied for a school for my son in AUS and one of the requirements was to provide proof from the authorities if he had ever been arrested...this is even before sending for the VISA.

Makes perfect sense.
Illegals & quasi legals are sure to vote democrat.
Terrorists would vote democrat if given the chance.
The last two elections convinced me that they'd have that chance in much of the country.

Anyone think Kennedy would care if some of them dropped off a protest bomb or two in the process?

(Just another sign that the current administration "was not doing enough...")

"The amendment is as follows:
(Purpose: To make funds available for the Entry Exit System) On page 95, line 7, strike ``$3,076,509,000'' and insert the following: ``$3,241,787,000: Provided, That of the amount appropriated under this heading $80,200,000 shall be available only for the Entry Exit System, to be managed by the Justice Management Division: Provided further, That, of the amounts made available in the preceding proviso, $42,400,000 shall only be available for planning, program support, environmental analysis and mitigation, real estate acquisition, design and construction: Provided further, That $25,500,000 shall only be available for an entry-exit system pilot, including demonstration projects on the southern and northern border, and $12,300,000 shall only be available for system development: Provided further, That none of the funds appropriated in this Act, or in Public Law 107-117, for the Immigration and Naturalization Service's Entry Exit System may be obligated until the INS submits a plan for expenditure that: (1) meets the capital planning and investment control review requirements established by the Office of Management and Budget, including OMB Circular A-11, part 3; (2) complies with the acquisition rules, requirements, guidelines, and systems acquisition management practices of the Federal Government; (3) is reviewed by the General Accounting Office; and (4) has been approved by the Committees on Appropriations: Provided further, That funds provided under this heading shall only be available for obligation and expenditure in accordance with the procedures applicable to reprogramming notifications set forth in section 605 of Public Law 107-77:
Provided further, That none of the funds made available by this Act shall be available for any expenses relating to the National Security Entry-Exit Registration System (NSEERS), and that the Attorney General shall provide to the Committee on Appropriations all documents and materials:
(1) used in the creation of the NSEERS program, including any predecessor programs;
(2) assessing the effectiveness of the NSEERS program as a tool to enhance national security;
(3) used to determine the scope of the NSEERS program, including countries selected for the program, and the gender, age, and immigration status of the persons required to register under the program;
(4) regarding future plans to expand the NSEERS program to additional countries, age groups, women, and persons holding other immigration statuses not already covered;
(5) explaining of whether the Department of Justice consulted with other federal agencies in the development of the NSEERS programs, and if so, all documents and materials relating to those consultations;
(6) concerning policy directives or guidance issued to officials about implementation of NSEERS, including the role of the FBI in conducting national security background checks of registrants;
(7) explaining why certain INS District Offices detained persons with pending status-adjustment applications; and
(8) explaining how information gathered during interviews of registrants will be stored, used, or transmitted to other Federal, State, or local agencies.''.

Let's take it easy! Just because fat ass Teddy sneaks something through doesn't mean it's law. The House has to approve it and the President has to sign it. I don't see either of these things happening.

This cutting off of funding also part of their plan, Hillary to come out and bash President Bush for not funding for Homeland Security.

They are counting on the fact that their MEDIA won't report on their own actions. This is going to be one of their main themes for upcoming election, it has been planned for weeks, especially after their loss in election 11/02.

Attack Bush for what they themselves are doing.

They need for another attack to happen to give their words credibility.

The prevention of the Bush tax plan in order to keep economy down is another.


So long as they can keep the waters muddy they know that majority of people won't keep up, because to report exactly what they are up to would expose them as being the hidden part of the AXIS of EVIL.

My question from last night: isn't it a fact that the reason no money has been sent "down" to the states is because the Homeland Security Bill was STILL laying on Tom Daschle's desk when he handed the gavel over to Bill Frist?

Didn't the DEMOCRATS stall this funding?

His liver will be studied for centuries. I can honestly say that I hate almost nobody. People who disagree with me I regard as opponents. But I certainly do not hate them.

With that said, I HATE Ted Kennedy and I think he is an evil person.
