Yep, the program didn't go as planned, not by a long shot. So has NASA honestly determined why the program suffered so many overruns and delays and take steps to fix it? I don't think they have, so any attempt to build a next generation shuttle/spaceplane stands a good chance of suffering the same fate.

No, because all too often the finger points to contractors and subs who received contracts due to a Small and/or Disadvantaged Business designation. Too PC to touch.
