Prior to 1998, no US war plan in the Korea envisioned more than containing the Nokors against the DMZ. Although 5027 has been mentioned in passing by media sources, few have remarked that the first offensive plan against North Korea was adopted during the Clinton Administration.
Future historians may tell us why 5027 was adopted in 1998, rather than in 1994, when Clinton allegedly planned to make war on North Korea, by which he presumably meant to implement a plan that would have thrown them right back to the DMZ. More probably, the 1994 crisis forced the staff to come up with an offensive option in Korea, which later got written into the standard plan.
