***Kofi Annan:1441 Allows for Emergency Meeting If Inspectors See No Change***

In what was a surprizingly honest evaluation from the Secretary-General of the UN, Kofi Annan just stated in a speech at the College of William and Mary, that UN Resolution 1441 allows for an emergency meeting of the Security Council if the Inspectors decide that Iraq is not going to comply, and that if that happens, the UN would have to once again make the "grim choice" it made in 1991 when it authorized the use of force with Iraq.

Although Sec. Annan still stressed unannamity in the action, he clearly set up the specter that Hans Blix could come back to the UN Monday and state that Iraq has not decided to act in a pro-active way and that a decision to act with force could follow very quickly thereafter.

This may give added credence to a report from a PMSNBC foriegn reporter who said that the United States is looking to start things moving Monday, February 10 and not the 14th

Will be interesting to see what happens. My guess is they will sort of maybe kind of be in compliance or almost in compliance or just about in compliance or soon will be or give them time to be or.....

One wonders if the Bush administration has a deeper agenda with respect to the UN....i.e. give it enough rope and let it hang itself.....W has taken the UN to the edge of the cliff...now, maybe it will jump off....

Kofi Annan is not going to lose his fancy job as Head Of The World so that Schröder and Chirac can play domestic politics at his expense.

He heard the Bush speech Thursday. The UN can retain its aura of "approving" these actions, or it can get pushed out of the way while the serious players move on, essentially leaving the UN in the role of a clucking society for impotent loudmouths.

Whether the French like it or not, what Kofi has to do now is tell Blix to come back and give everybody political cover for a "use of force" resolution, and then ram that through before Bush loses patience. Judging from the speech Thursday, Kofi hasn't got a lot of time. Judging from this speech here, Kofi knows it.

The French and the Germans are meanwhile preparing a proposal to use UN troops to defend Saddam Hussein from the United States. This shoukd pretty much do it for them as far as being allies is concerned.

and these meetings in Iraq with "scientists" are still being done in a Iraq hotel, probably bugged, and giving no new information

just heard on fox that Bllix said he had substantial and useful talks with the iraqis,,now what will kofi do. I think he is going to cave along with the french. If they don't, well, sayonara. If they indeed introduce a resolution to protect iraq against us, well the laughter heard round the world will be truly amazing. It will assure a quick surrender, what with the french "helping",,seems to me the french and germans must have alot to hide in iraq,,can't wait to see this chess game end.

The way GW handled the Kyoto Protocol should have been a warning to the UN: he has no use
for empty gestures and procedure for its own sake, let alone organizations that
deal in them.

I'm thinking more and more that his conscious intention, going in, was the marginalization
of the UN by forcing it to confront issues that would reveal its impotence. He is creating a
situation where people will begin to ask themselves "Why do we need a UN, what good is it?"

I think he and his people see the UN as the threat to our national sovereignty that it is,
and they are taking steps to neutralize that threat.
