Controller Steve Westly said Friday that he does not have the power to triple the annual fee Californians pay to license vehicles, and that the fee shouldn't go up without clarification of the law.
That puts Westly, a Democrat, at odds with Democratic Gov. Gray Davis, who said this week that the car tax could return to the pre-1998 level without tweaking the law.

Davis thinks he can keep his hands 'clean' by forcing the comptroller to TRIPLE (!!) the fees FOR him.

No, Davis desperatly needs the revenue because he has to deal with an ultra liberal legislative leadreship that has lost contact with reality and is ruining not only the financial reputation of California but also the reputation of the Democratic Party in California.

Again no. Davis is simply pragmatic enough to realize that funds derived from a roll back of the 1998 VLF rebate won't pass judicial review and therefore would not be available to resolve the sever shortfalls in the current budget.
The disconnect in the Democratic, legaslative leadership is their obvioius belief that finacial patronage they provide to their key constituants (labor, aging baby boomers, and Mexicans/Hispanics) are absolutely essential to their strangelhold on political power.
Earnest I'm sure that we are going to see real fire works between the pragmatists in the Democratic party (Davis and Westly) and those that tenaciously cling to the old power formulas (Wesson and Villarigosa) over the next 120 days as the state staggers toward it's financial fate.
