Yes. The author didn't do any research. He took the phrase "uttered on the Simpsons" and morphed it, like in a game of telephone.

If you think about it, Groundskeeper Willie is the only one who could have come up with "Cheese eating surrender monkeys".
Bart, for all his failings, doesn't hold much specific animus against the French. But Groundskeeper Willie holds a specific animus against everybody. If pressed, I am quite sure that he could give just a pithy summation of the Spanish or Germans. If you have all day, you could ask him about the Irish...
