Immigration authorities have sent the Iraqis back to Mexico City for questioning.
Gee, is that a smart move? They'll just pay off the corrupt Mexican authorities and get escorted in through some other hole in the border.

Why go through in Tijuana? All they have to do is walk acroos the unguarded border in the Arizona desert.

You may be right, but on the other hand the Mexican authorities have a somewhat freer hand in the selection of interrogation methods. Also, since they hadn't crossed the border and were apprehended on the Mexican side they belong in custody there.
