I have less of a problem with this since Austria is not an ally. I can understand a neutral not wanting foreign troops crossing their territory on the way to war.
The real problem is with our alleged allies who are in actual opposition.

As of now they are no longer neutral. .... . They have decided to help Iraq instead of the United States

I expect some major shufflling going on, but not at the expense of NATO.
True, we could regarrison in former Soviet satellites, but it would doom the future of NATO, which the U.S. will likely never do.
