Giving them 48 hours notice before the flight can actually be useful to us.

We don't really need the U2--we have satellites to watch them with. When we announce the U2 flights, we can use the satellites to see what they are moving where.

It may not be the ideal situation for us, but I would never discount American ingenuity. We'll get them, one way or the other.
