Khalid Sheikh Mohammed is the head of al-Qaeda's Martyrdom Battalion (the suicide bombing department) and masterminded both Oplan Bojinka in 1994 with Ramzi Yousef. Aside from bin Laden, al-Zawahiri, and al-Adel, he is about as high as you go in the surviving al-Qaeda leadership.
