To: Question_Assumptions
Bush needs to restate, to no one dictator in particular, that any nuclear weapon that falls on the US will be answered with the complete destruction of the country that sent it. We won't go for regime change. We will go for "strike that country from the map".

And if that nuke arrives via a container ship with "no return address", what then? I understand that nuke material has a distinctive "signature" that will allow us to track it back to the reactor that produced it, but what if that material is delivered via a state-less terror group? These are some of the questions that keep presidents awake at night -- Clinton excepted, of course!

Easy enought to deal with.
Wipe out the country that registered the ship, and/or crewed it.
Perhaps then "countries of registry" might be more selective?

Just like the American and British uniforms that Saddam bought.
Why has no one thought to ask who sold them to him?
