per FCC, any licensed radio station can play any part of any music any time without paying for it, as long as the music is not directly related to generating revenue.

She doesn't get a dime, and he can play it all day long.

True, the royalty issue is something I hadn't been thinking of.

As to permissions: While I'm rusty on copyright law regarding music, I believe that one can play short excerpts of songs as "bumper music" without having to obtain permission. I suspect that ASCAP payments kick in at a certain point however. Would love to know how that whole Limbaugh/Hynde thing came out. Does anybody know?
