I may be corrected, but I believe the American cemetary at Normandy is American soil, ceded by France years ago. Anyone? Have no idea if it is American soil in diplomatic legalese, but it seems that with Jagoff Chirac's recent actions he is pissing on those graves.

Yessir. It most certainly IS US soil, officially.
I must add, however, that the French gardeners have been fastidious about maintaining the graves there. The people of Normandy actually seemed to care and appreciate our efforts.
