Al-Qaeda has rather large enclaves set up in Eritrea, Somalia, and Sudan from which to launch attacks from. They apparently also have a cozy relationship with the governments of Liberia and Burkina Faso to allow them to operate with impunity.
The general basis for the local al-Qaeda terrorist networks in Africa is generally Arab commanders, native cannon fodder. Kind of like the way the Chechens work.
