Most wise buyers would only purchase a business property, IF and ONLY IF they can get the Conditional Use Permit, for their intended type of business.
So this guy bought the property on the PRESUMPTION that he could get a permit, for his intended type of business.
If the city's general plan doesn't allow his type of business, he could fail to get the permit. I am a real estate broker, and I have seen it happen. That is why you purchase the property, ONLY if you get the CUP (Conditional Use Permit).
Absent the above-mentioned-sequence, many property owners practice businesses, without permits. They are in effect wagering they'll "get away with it." This guy has failed to get business license(s) as well as CUPs.
It is coincidence, that he is getting the publicity over the Patriotism 9/11/2001 displays, and over the permit issues.
I read the article, and it is clear that there is NO RETALIATION. I'm not defending the police, the property owner, or the other city departments. Just giving an objective analysis.
