Everytime I read a thread about this site being shut down I try to access it and it loads just fine. Is this some kind of PR job?

It is shut down to me here in Arkansas. This is due to the different areas/ISP/etc updating the DNS servers at different rates.
It will probably be dead to you by tomorrow.
