Most police are not out to harass honest people but it seems that there's no such thing as honest "civilians" to some police.

I see your point.  I am disappointed that the original poster didn't care to elaborate.

I guess I'm fortunate to live in a relatively small town where the police officers are home-towners and as such, knowing who's who makes their job easier, and our lives better.  I wonder why bigger municipalities don't assign l.e.o. into their own neighborhoods in an effort to keep hideous mistakes to a minimum?

I've heard of some towns having a program of having officers moving into homes in "reclaimed" inner city neighborhoods in order to have a presence there. I think Houston has one, but I haven't heard about it lately.
I don't think many Houston police even live in the city limits these days.
