It may have very well been Powell's baby, but this kind of political pandering coincidently happens to appease those who claim a lack of traditionally "compassion" by the GOP.

Did the Adminstration hope for some voting "trianglation" movement from the respective Gay, Black, and socialist voting blocs by using the $15b as a "calling-card" gesture?
