This is ok as long as it exempts football. Now, you have 100 guys on the football team and then you have to find a 100 girls to play some sport, any sport, maybe even sausage races. The alternative to have 100 girls in sausage races is to cut 100 men out of non revenue sports like golf, wrestling, etc.
Unfortunately, the equipment costs for sausage races, like football, would be high (those goofy costumes can't be cheap), but I doubt the sausage races would generate the kind of revenue needed, unless they also provide baseball bats for spectators.

Why not apply these quotas to all the academic departments. Why not require the percentage of female engineering and physics students be "more or less the same as the percentage of female students."
The Clinton administration actually was proposing limiting male enrollment in classes in academic disciplines where males predominate. Title IX is a dangerous law.
