Didn't the flight path show that the plane that hit the Pentagon actually may have been going for the White House, but was unable to find it? Also, didn't the plane hit the ground a few feet before the Penatgon?
The planes that the the World Trade Center could have cause more mayhem if they had hit lower, but we can't know the pilot's intention.

The plane crashed into the Pentagon at least the front half which accounts for the loss of life in that section of the Pentagon which was actually new construction. I have Barbara Olson's book The Final Days. Her picture's on the back cover. She warned about terrorism and blamed the Clinton Administration.

Against some pretty stiff competition, BTW. How in the world do you cause more mayhem than the complete destruction of two 110 story skyscrapers by hitting them lower? They don't topple like trees, you know...
If the towers had been hit lower, I guess they might have collapsed somewhat faster. But they still would have fallen straight down.
