This was a standard shake and bake operation. Wait 'til
dark, fill the place with flammable particulates suspended in air, then torch it with your favorite mobile matchstick, flash-bang grenade, tracer rounds, whatever.
They knew their communications were public so you only heard what they didn't mind having you hear. The rest was private.
This operational technique has been used for decades. It allows all the good guys to go home to their own beds, happy and healthy.

He's a cop-killer... and that makes him a priority because (as the reasoning goes) if he'd kill a cop, he'd do anything, so he's extremely dangerous.
But I think it's mainly a revenge thing.
