The U.S. Constitution grants Congress the power to "regulate commerce". And, Bush was given Fast Track authority by Congress.
Our gigantic trade deficit is evidence that they are not regulating commerce very well. Our small and mid-sized manufacturing firms are going out of business because they cannot compete with cheap products from China. China's Yuan is 40% devalued. China is not engaging in fair trade.
Offshoring, illegals, and visa workers are negatively impacting Americans, because all involve employing non-Americans over Americans.
The Bush team needs to address all of this, but they are just ignoring it.

or the h1b visa program
or the companies outsourcing tech jobs to india
and now wastes billions on iraq
and now liberia
