The state of emergency seems to be related to the 1st stage of a large-scale command-and-staff exercise, that had begun yesterday in the Pacific water area.
"The head of the Russian defence ministry reported that about 70,000 servicemen and civil experts, 89 ships, attack boats and auxiliary vessels, and 69 aircraft participated in the exercises. Events of this extent have not been held for 15 years in Russia, the minister said. The exercise involved 11 departments and offices in all. "
