Federal judge denies request to delay recall election
GREG RISLING, Associated Press Writer Wednesday, August 20, 2003
(08-20) 13:00 PDT LOS ANGELES (AP) --
A federal judge on Wednesday refused to delay the Oct. 7 recall election, rejecting arguments by a civil rights group that punch-card voting machines used in at least six counties won't accurately tally votes.
U.S. District Judge Stephen V. Wilson said he would not rule against the will of the people by delaying the recall vote, as requested by the American Civil Liberties Union.

Basically, the ACLU liberals have been taought that
(1) blacks are too ignorant and too stupid to vote properly using punch card ballots
(2) some counties in CA are under federal surveillance for voting since they have "under-represented" minority vote counts in the past and these counties use punch card ballots
(3) The currrent election represents a "change" in the voting law (although the recall law predates the Voter Rights law and so isn't a change at all!)
(4) therefore the minorities in those counties are being denied voter rights by being forced to use punch card ballots.

MSNBC now has it as breaking news, & it's showing Arnold taking questions from reporters. He looks and sounds good. "I tell my children, don't spend more than you have", he says. Oh well, more platitudes...but he does look good.

Something about minority voters being disenfranchised by use of old-time punch ballot voting machines...Isn't this argument, er, racist? I thought the ACLU opposed racism. Am I confused here, or what?

(I'm pretending I'm pulling in a TROUT! Am I doing it correctly?)
There were two lawsuits in federal court:
The ACLU lawsuit against using punch cards for this election, seeking a delay to switch to electronic voting machines, and
another lawsuit seeking delay until the Department of Justice confirmed that four California counties were in compliance with some minority voting requirement.
As far as I know, the Department of Justice already certified those counties as compliant.
Is there any other legal hurdle working its way through the federal courts?

The ACLU was claiming that minority voters would be disenfranchised because some of their polls would not be open, thus they would have to go to other sites to vote. In addition, there was something about some polling places not yet getting rid of their punchcard voting machines.
