I think they were saying that punch cards would disenfranchise minorities. No joke. Basically they were saying that minorities are too dumb to vote. Odd position from the ACLU, huh?

Something about minority voters being disenfranchised by use of old-time punch ballot voting machines - new machines cannot be fielded in time for the October 7th election. Funny, no one was disenfranchised in the November 2002 election.....
