Whether or not the set that believes exists or not does not change the nature of the statement. It's still a conditional statement. In order for "whosoever" to obtain eternal life and avoid perishing, they must believe in The Son of God. This statement doesn't address who "whosoever" is, other than to make it open to anyone who believes. But the believing is the condition. One cannot avoid perishing and obtain Eternal life UNLESS one believes in the Son of God. That is an airtight condition.
Whether or not "whosoever"is all men or just a select set of men is not addressed, either positively or negatively in this statement. It neither establishes nor denies either Calvinist or Arminian doctrines with regard to Unconditional or Conditional Election, Limited or Unlimited Atonement. This passage, these two verses you quoted do not speak to those issues at all, and cannot be made to, either way.
These verses state a simple conditional statement. The question as to how belief arises or is applied is not addressed here. Belief is assumed, and made the condition which allows "whosoever" to obtain that which is promised.

I find the choice in CA to be intriguing. Vote for a bad guy who is a baby killer. Vote for OUR "star" who is a baby killer. Or vote for OUR loser who is a baby saver and theonomically sound in other areas.
Conservatives are told to ignore McClintock in favor of Arnold. Many of them are going that route. To date, I've not heard a single conservative principle espoused by Arnie.

Of course, if I had't checked in this morning, I wouldn't have known to pray for Scott's surgery of this date.
Perhaps she meant "holey".

Surgery is tomorrow.

If you notice here it is the word of God that God uses to bring the faith to believe .

God will own and stand by him in his undertaking (v. 8): In an acceptable time have I heard thee, that is, I will hear thee. Christ, in the days of his flesh, offered up strong cries, and was heard, Heb. 5:7. He knew that the Father heard him always (Jn. 11:42), heard him for himself (for, though the cup might not pass from him, yet he was enabled to drink it), heard him for all that are his, and therefore he interceded for them as one having authority.
Father, I will, Jn. 17:24. All our happiness results from the Sons interest in the Father and the prevalency of his intercession, that he always heard him; and this makes the gospel time an acceptable time, welcome to us, because we are accepted of God, both reconciled and recommended to him, that God hears the Redeemer for us, Heb. 7:25. Nor will he hear him only, but help him to go through with his undertaking. The Father was always with him at his right hand, and did not leave him when his disciples did. In other words, people who have slapped on a name tag but never joined the organization.
