Read the profile of the pizza delivery guy in the NY Times or Wash Post. He doesn't sound like someone who would get messed up with Venezuelan drug cartels or who could be capable of constructing a bomb like this.

They said that the guy was a druggie, that he had drugs in his veins when he died and I don't think that he had anything to do with constructing the collar. I think that he was being punished for not making good on a debt. Maybe he was delivering more than pizza and chipping at the goods and it suddenly became time to pay up.
