More than likely he had several doctors unaware of cross prescribing of each doctor.Perhaps---in which case he wasn't breaking the letter of the law but was slyly working the system.

He was addicted due to excruciating pain for a severe back and neck injury.
This not exactly recreational use. Sounds more like desperation for pain relief.
