I was keeping a tally and based on speakers, it was a lot closer than that. Some folks seemed to be speaking for it and could have been neutral, while the folks speaking against the resolutions were unmistakable. That said, I only have two columns of tally marks, and I have sixteen in each column...I could have missed one or two.
