The Vatican didn't want English Nationalist as Bishops, also! The Vatican is consistant, but wrong!
Perhaps you aren't aware of this, but the Chinese government puts Bishops into the National church that are supportive of their government, Communism. The Vatican wants to stop that and place Bishops in the Church that are in line with the Church's teaching against Communism.
