The above inscription is obviously not coming from the Gov't but is at the request of the citizen making application for a flag.
It clearly says "my" grandfather and it says "his"...love of God.
I am sure that these certificates can be written so that they have an "Official" section with the government's statements, and they can have an unofficial section that says something like "dedication by" with a brief comment that CLEARLY lists the name of the citizen doing the dedicating.
That way it would need only be monitored for racist, violent, pornographic, and other "over the top" comments.
If the offical part says "US Gov't Flag flown over Capitol, blah, blah, blah, signed ________________. Then down in the corner is the citizen comment section, then I could care less if someone said in that section, "Dedicated by ___________ In honor of _______________, and his/her dedication and love of allah/sports/job/whatever."
