My understanding is the rules are ignored. If the candidate admits to homosexuality or tendencies, all they have to do is take the vow of abstinence. This is not the same as not allowing them into the priesthood.
How about the cover up in the public schools and in Protestant churches. Are you aware that there were only a few molestations by priests at the last survey — compared to 260 in Protestant churches. And think about how many Catholic Churches there are!
The most probable pedophiles in order are:
Fathers
Teachers
Coaches
Protestant ministers
Priests are way down on the list.
So if a father is a teacher of mid-high history, coaches the girls basketball team and is a youth minister at his church on weekends/Sundays watch out! He would be much more prone to pedophilia that any priest.
