35 is a prelude to what happens in 38:14-the end of 39. Muslims join Gog and Magog in the attack of Israel, 5 out of 6 of the attackers die.
None of the nations prophesied in Psalm 83 to attack Israel, which is expounded upon in Ezekiel 35, are included in the roster of nations which will attempt to invade Israel in Ezekiel 38 and 39. Something has happened that eliminates them from participating in the Gog/Magog war.
Ezekiel 35 and 38/39 are two different campaigns.
