In regard to your second point:
1 Timothy 2
I urge, then, first of all, that petitions, prayers, intercession and thanksgiving be made for ALL PEOPLE 2 for kings and all those in authority, that we may live peaceful and quiet lives in all godliness and holiness. 3 This is good, and pleases God our Savior.
In regard to your first point:
Catholics believe that a soul in Heaven is different than it was on earth.

The important word is the FOR right before the ALL PEOPLE. Secondly, if it was “TO all people,” you would suppose that we could pray to the dead in hell or people yet living.

Since the same soul is regenerated on Earth, and merely awaits the body in heaven, I’m not sure at what point Omniscience or Omnipresence gets bestowed upon it.
