He never actually said that. Also, it’s not biblical. In fact, it’s anti-Biblical.
Living a good moral life isn't really enough. I know plenty of unbelievers who do that.
Matter of fact, I have a whole family full of people who have never committed any crimes, have not been involved in substance abuse, have intact marriages (only one divorce among seven siblings and that was instigated by the in-law), give to the poor, help people, etc, and yet are either uninterested in Christianity or hostile to it.
Jesus preached the gospel and confirmed it with signs and wonders.
