And the Decree from the Holy Office from 1682 says “..that confessors are forbidden, even where there would be no revelation direct or indirect, to make any use of the knowledge obtained in the confession that would displease the penitent or reveal his identity.
Thus, the penitent can not be “displeased” OR have his identity revealed.
In other words the prohibition of revealing the penitent’s identity is NOT contingent upon his “displeasure” (or whether or not he gave permission).
The identity must remain secret whether or not the penitent is displeased by such conversation or consultation. (Obviously if there is also displeasure, that also forbids such discussion)
